SEA is focused on finding systemic solutions to societal problems. It is engaged in large scale societal threefolding efforts at the level of towns and cities. Societal Threefolding is the principled mobilization and convergence of the right partners in civil society, government, and business in order to develop strategic integral sustainable development (ISD) plans in specific areas (towns and cities).
These plans are called Sustainable Integrated Area Development (SIAD) plans. The processes involve advancing authentic participation by civil society and communities, transparency and accountability from local governments, and social responsibility from business.
SEA is currently in 5 towns covering over a hundred thousand residents. It has helped LGUs leveraged over P100 million in new funds to pursue their SIAD plans. It also helped Bayawan City do its City Development Plan (equivalent to a SIAD Plan) where Bayawan LGU eventually allocated P1billion to support programs and projects identifies in the threefolding planning process.
